Is Pre-Flight a paid Academy level?
No. It is the free preparation course that supports the three D7R learning paths. It does not award an Academy rank.
Do I need every tier to begin?
No. Baseline supports the first learning path. Workstation adds preparation for local agents, and Host supports later work with longer-running systems.
